One of the principal points in this running
power agreement is the obtaining of the right for B to quete
rates through from any station on A's line to the terminal via
B's line. B fixes the lowest charges it will take for its own
line as a toll. B should then be able to quote just such rates
as it likes so long as it pays A that tell per ton and does not
use the right to quote rates in such a manner as to compete with
A in future development. This is most important and if not
obtained nullifies the whole running power agreement and quite
disarms the Traffic Manager. I attach Appendix B a copy of an
agreement for this.
Whatever form of agreement is decided upon
the exact terma will involve discussion and points may arise 2.
that only a traffic officer of considerable experience can
appreciate the tendency and effect of, and I would, in the
interest of the Corporation, suggest that when the final meet-
-ing take place I should be associated with the officer who
makes it, to give him the benefit of experience in such cases.
I propose this in all humility. Such agree-
-ments in India are made by most experienced. Railway men and
with the greatest care, for one slip may mean more money than
is pleasant to lose. The assistance would be honorary entirely
for the servios of this Corporation. I have made very many such
agreements
